In practice I used them on the same short film. Luma rendered the visual scene; ElevenLabs supplied the narration in a voice I cloned from a ten-second sample. Neither tool noticed the other existed, but the final cut needed both.
The lesson is about pipelines, not picks. If you are making anything with sound and motion, you will likely touch a voice generator and a video generator. Choosing 'one' only makes sense if your output is purely audio or purely visual.
