The AI Money Race Is Now a Sovereignty Race

DeepSeek's billion-dollar round, Mooncake's IPO, and Anthropic's losses reframe AI as a state asset.

The capital story in October is less about totals and more about control. DeepSeek's financing reportedly grew from a 50 billion yuan plan to about 100 billion, with new backers from semiconductors and industry and a planned Inner Mongolia data center using domestic accelerators. That's a compute strategy as much as a funding round.

In listing news, Mooncake (Yue Zhi An) completed its pre-IPO round at roughly 50 billion dollars valuation ahead of a Hong Kong debut, and Kling AI picked banks for a Hong Kong IPO targeting at least 1 billion dollars. OpenAI discussed up to 10 billion dollars from UAE-linked MGX at a valuation near 1.4 trillion, while SoftBank's 30 billion dollar commitment landed in early October.

The counterweight: an October 21 briefing reported Anthropic lost about 80.7 billion dollars in six months and is seeking an IPO by mid-November. The model business is capital-heavy before it's profitable, and the public markets are about to price that directly.

The throughline is sovereignty. Whoever trains and serves the models controls the capability, and the financing is increasingly shaped by which jurisdiction the bytes live in.
